PROFESSIONAL EXPERIENCE:

Mr. Waits serves as the Project Manager and Designer for many of the projects undertaken by Shows, Dearman & Waits, Inc. (S,D&W). He possesses more than 38 years of civil engineering experience and has managed several highway projects for the Mississippi Department of Transportation (MDOT). Mr. Waits's experience includes project management and supervision of design, contract plan preparation and contract documents, and as a liaison representative coordinating activities between consultants, contractors, and clients relating to construction of transportation projects.

S,D&W, Inc. recently designed and performed construction observation of a six million dollars Central Vehicle Wash Facility for the Mississippi Military Department. Mr. Waits was the Project Manager of the project. Through S,D.&W, Inc. teamwork and Mr. Waits leadership " The Adjutant General" of the Military Department sent a personal letter which stated in part: "Your commitments to excellence and untiring efforts in support of the Mississippi National Guard is well deserved and very much appreciated". This same commitment is applied to all S,D&W projects and most certainly to MDOT projects.

Project management and design experience is as follows:

1968 - 1976

Mr. Waits began his work career with MDOT in Ocean Springs, Mississippi and as a Junior Engineer he served as a Party Chief surveying along I-10 and I-110. The work involved preliminary center lines, final center lines, preliminary right-of-way (ROW) and apparent property lines, eminent domain plats, and hydraulic surveys. In 1969 found Mr. Waits as the Chief Inspector of the repair of the Ocean Springs/Biloxi bridge damaged as a result of Hurricane Camille. He was from 1971 through 1972 the Junior Engineer and Chief Inspector of the construction of the Tchoutacabouffa and Biloxi River bridges. During this time he also prepared and verified all quantities for construction estimates.

Mr. Waits was promoted to the District Office as Assistant District Maintenance Engineer in 1973. He was responsible for all outside activities of the maintenance forces in the Sixteen County District. As floating crew supervisor, he designed the minor bridges and roadways constructed or upgraded by maintenance.

The City of Hattiesburg obtain Mr. Waits services in 1976. As City Engineer he was responsible for all road and utility construction within the City. He developed a comprehensive subdivision regulation which in part regulated the construction of roads and bridges. This regulation was based on the MDOT "Standard Specifications for Road and Bridge Construction" which furthered his knowledge of road construction. He had the responsibility for the review and approval of road plans prepared by other engineers. Several of these projects were Federal Aid Urban System projects.

Mr. Waits became the Chief Engineer of the Pat Harrison Waterway District in 1980. He was responsible for the engineering as it related to the development of the Pascagoula River Basin. Hydraulic, Hydrology and Environmental Studies was a major component. Mr. Waits worked closely with the Corps of Engineers and the Soil Conservation Service in these studies. He continually reviewed, verified and approved hydraulic, hydrology and environmental reports prepared by the agencies.

Mr. Waits entered private practice in 1986 as an employee of Shows and Dearman, Inc. He became a Principal and the firm became Shows, Dearman & Waits, Inc. in 1991. Shortly after this date under Mr. Waits's leadership the firm entered the environmental field becoming certified by the Mississippi Department of Environmental Quality. The firm performed the assessment of Lincoln Road which was necessary for Federal approval.

Mr. Waits has served as the Project Manager and Chief Engineer of the following projects designed for MDOT: 46-0003-01-064-10,P.E., Forrest County; 98-0002-02-027-10, P.E. Greene County and 47-0015-02-065-10 P.E. Covington County.

Additionally, he was the Project Manager on Federal Aid projects: Lincoln Road Phase I, II and III for the City of Hattiesburg. S,D&W, Inc. with Mr. Waits as Project Manager recently completed Phase IV of Lincoln Road.

The firm under Mr. Waits's leadership performed the construction engineering for the bridge and roadway for the project. Furthermore, Mr. Waits has served as Project Manager of the following: South 28th Avenue, North 39th Avenue, Roosevelt Avenue, and N. 40th Avenue in the City of Hattiesburg; and West First Avenue in the City of Petal to name a few. He serves as the City Engineer of both Collins, Lumberton and Petal where he has designed numerous road projects. He has designed over fifty subdivisions.

The 38 years engineering experience has given Mr. Waits extensive working knowledge of the following: "Uniform Traffic Manual", MDOT "Design Manual", Roadway Design Standard Drawings", "Bridge Design Standard Drawings", and "Mississippi Standard Specifications for Road and Bridge Construction, 1990 Edition".
